This depends on various matters but in the majority of instances for any non-domestic installation under one megawatt the answer is no, with installations falling within Permitted Development rights. There are various exceptions for planning sensitive properties such as listed buildings and those in conservation areas. For proposed systems in excess of 50kW Prior Approval will be required from the Local planning Authority. The majority of ground mounted systems will require planning permission.
